The Work You Will Do: District Facility Manager District Five Facilities Management Office This position will direct, plan and oversee the operations, maintenance and safety of District 5 facilities and grounds. Responsible for strategic planning, budgeting, preventive maintenance, regulatory compliance, and capital improvement initiatives. Ensures facilities are safe, efficient, accessible, and compliant with OSHA, ADA, and local regulations, while maintaining industry-standard air quality and energy efficiency. Supervises and develops staff; manages contracts, vendors, and fixed capital outlay (FCO) projects; and oversees facility services including security, life safety, mail and reprographics, cafeteria and vending, recycling, energy conservation, and record retention programs. Manages budgets, reporting requirements, and long-term facility assessments to support operational needs and future growth. Where You Will Work: District Five Facilities Management Office 719 S Woodland Blvd DeLand, FL 32720 Annual Salary Range: $88,744.50 - $114,845.83 Your Specific Responsibilities: Direct, plan and supervise the operations and maintenance of District 5 facilities and grounds. This includes strategic planning, budgeting and contracting as necessary to properly maintain and operate building facilities, Implement preventive maintenance for critical building components such as roofing, plumbing, heating, ventilation and air-conditioning (HVAC), elevators, generators, uninterrupted power supply system (UPS) and other mechanical and electrical building components. Maintain a safe, comfortable, and healthy environment. Ascertain compliance to all regulatory requirements by local authorities and Occupational Safety and Health Administration (OSHA) and American Disability Act (ADA) as they apply to building facilities. Ensure air quality is at industry standard. Establish routine in-house inspection system. Enforce workplace safety standards. Identify and implement cost saving measures on energy consumption. Manage annual reporting requirements for SOLARIS/FITS, FIRM and other reports as required. Periodically conduct facility assessments and identify unmet and future needs, to include providing input into the Department's 5-year Capital Improvements Plan. Supervises employees by spending the majority of time communicating, motivating, training, evaluation, planning, and directing work of employees. Plan, organize, coordinate, and oversee work assignments of staff. Establish and communicate smart goals and clear expectations. Ensure availability of staff at all times to attend to critical functions. Manage allocated budget and resources. Manage contracts related to facility maintenance and services. Write effective scopes of service, negotiate with vendors and monitor vendor performance. Address non-compliance in a timely manner. Ensure compliance with procurement and financial rules and regulations. Manage fixed capital outlay (FCO) programs as required, including budget issue preparation, contract document development, project management, contractor oversight. Oversee the mail center and reprographic operations in a timely, responsive and effective manner. Related duties include ensuring the availability of systems and equipment as necessary to ensure effective operations. Manage the cafeteria and vending operations and other department programs such as recycling and energy conservation. Manage life safety, security and access control activities for District 5 facilities. These duties include but are not limited to security system operation and administration; receptionist desk operations; access control of employees, visitors and parcels; security badge administration; visitor assistance; switchboard operations; emergency response/evacuation activities; and other activities as required to manage facilities in a safe, secure, and responsible manner. Manage record retention programs, facilities and activities. These responsibilities are directed toward ensuring that Department records are stored, inventoried, tracked, archived, accessed, and destroyed in accordance with all procedural requirements.
